Perryville's mayor and board of commissioners continued to consider a change to the town's zoning code during an Oct. 16 work session, following requests from one commissioner in favor of the change and a recommendation from the planning commission against it.
In July, Commissioner Michael Dawson requested the town's zoning code on signage regulations be changed to allow pylon signs in a commercial area near the I-95 interchange.
Local land owner Steve Feazell approached the town about the change, so he could erect a pylon sign on his property on Route 222.
Feazell is in talks with fast food restaurants to put a McDonald's, Wawa or something similar on the property.
Mayor Jim Eberhardt and the other commissioners asked the planning commission to review the regulations and make a recommendation on the request, and they have recommended the town not change the sign regulations.
The mayor and commissioners still need to make a final decision on the matter.
Fire company agreement
The Community Fire Company of Perryville requested earlier this year that the town help fund its full-time career services program for a 24/7 paid EMS service.
The town and fire company have worked together since the request to draft a one-year grant agreement for $80,000.
"I anticipate that this will be voted on at the [Nov. 6] town meeting," Town Administrator Denise Breder wrote in an e-mail following the work session. "I am waiting on a final draft of the agreement, which the attorneys for the town and fire company are trying to find the right language to include regarding indemnification and liability."
Rental dwelling code
A "few minor corrections" need to be made to the town's rental dwelling code, Breder said, including making "rental dwelling /rental unit versus dwelling/dwelling unit/rooming unit language consistent throughout the code and possibly allowing the two-year fee to be prorated."
Perryville residents have requested a dog park be created on vacant property near the river.
Town staff and the commissioner for parks and recreation reviewed the request and recommended to the mayor and town commissioners that they not establish a dog park at that location for the following reasons:
• Who could confirm that all dogs have been vaccinated and are up to date on their shots?
• Would all dogs being watched by their owners at all times?
• Possibly aggressive dogs, concern of people not cleaning up after their pets and waste runoff toward the river;
• Approval is required from the Maryland Department of the Environment;
• There is an insufficient amount of space needed for a dog park;
• Additional town employees may be required to maintain and manage the park.
In the meantime, the town has installed a pet waste station in the area to help alleviate some problems.
Downtown revitalization grant program
Changes have been proposed to the Downtown Revitalization Grant program. In addition, the Shops at Perryville, which was awarded funding during the first round of the grant, has requested a modification to that award.
"The original request was Phase I improvements to install a standing seam metal roof, which was expected to cost approximately $41,000 and the award was for a $10,000 grant," Breder wrote. "The modification request was to change it to a shingle roof with a total project cost of $11,000 and a grant of $10,000."
After review, the grant review committee recommended that the owners be given an extension to do the work, but to still require the standing seam metal roof.
The board of commissioners will need to make a decision on the request.
In other business during the work session:
Outward Bound Baltimore has requested to camp in the community park.
The commissioners will decide if the town's purchasing policy should be more substantial. This decision will most likely not be made at the next town meeting.
Exelon is asking the Federal Energy Regulatory commission to renew its license to run the Conowingo Hydroelectric Facility.
