That is exactly what the County Council is doing when they try to change the zoning in the middle of owners who are complying with the law.

I do not have an opinion one way or the other in regards to Walmart; however I do not like the fact that private property rights are being trampled on. When a piece of property is zoned for a use and the owner is using the property that it is zoned for, why does the Council feel a need to change it in midstream? The only reason I can see is that elections are coming up and they want to assure themselves back in their seats.

We must have a consistent application of the law for all residents and businesses. We should not change the system because we do not like the impact. That is not good governance and leads to chaos. This legislation that is being proposed against Walmart will have an impact on all the other properties zoned the same way. The legislation does not address the real problem.

The real problem is that state roads are not keeping up with the development in Harford County. Although the County Council should be applauded on their efforts to match facilities with development, their timing is awkward.

We, as taxpayers, certainly contribute enough to the tax base to merit a better return. Planning and zoning codes need to match development and facilities. I think we need to delay this legislation until the planning and zoning code is updated. Protecting private property rights is one of my main goals as a real estate broker.
