Harford stormwater fee

The Harford County Council passed a stormwater fee bill Tuesday night that will charge residents $125 a year. Above, a county-owned storm pond that captures runoff from the former Tollgate Landfill in Bel Air. Overflow from the pond eventually ends up in Winters Run, the source of drinking water for the Town of Bel Air.
