Harford Community College is moving ahead with construction of its new wastewater treatment plant, regardless of whether it gets funding from the county for the project.
Members of the college's board of trustees voted at their meeting Tuesday evening to award a contract for $3,653,172 to JLW Associates, of Leonardtown, as contractors for the construction of the school's wastewater treatment plant and associated infrastructure development.
The approval carries a risk, however, as HCC is still waiting on $1.275 million in county funding. HCC will provide full funding for the project if the request is rejected.
Five other bids were received for the contract with HCC, the highest being $5,852,026 from Lee Foundation inWhite Marsh.
After checking references, confirming the installer's license and experience with this type of construction, the college decided that JLW Associates was "the best value to the college."
Construction of the wastewater treatment plant will be in two phases. The first phase will cost $2,342,899 and is anticipated to be completed by June 2012. The second phase of construction would take place from July 2012 to June 2013 and would cost $1,310,273.
While there is a certain amount of risk for the college to proceed without receiving funding from the county as of yet, trustee Bradley Stover saw it as "smart planning" as this would lock in a price for construction. Other board members agreed and the motion was approved.
The new wastewater treatment plant will consolidate existing systems on the campus, increase flow capacity to 26,500 gallons per day average daily flow and will treat water to meet a total nitrogen discharge limit of 10 milligrams per liter, which adds in the protection of the Chesapeake Bay, as is being required by the Maryland Department of the Environment.
The project also includes construction of six lift stations, installation of equalization tanks, a central control system and two emergency generators, removal of existing septic tanks and associated piping and connectivity.
