Mitch Vocke, with emergency operations, said the current system is six to seven years old and that the NICE system would give the department the ability to do things it currently cannot, such as continuing to record a line while a caller is on hold.

The contract with NICE also include on-site support of the recording system.

"The Emergency Number Systems Board has approved a $164,056 grant for this project, with the remaining $32,999 coming from the radio capital account," a memo from Vocke to Henderson stated.

A change order for an additional module for enhanced incident and attendance logging for Harford County's volunteer fire companies was approved for $134,180.

This brings the total contract to Alpine Software Corporation, of Pittsford, N.Y., to $289,550.

The board approved the original contract slightly over a month ago.

G-S Company, of Baltimore, will provide on-call welding services at the Harford Waste Disposal Center for a total not to exceed $50,000 per year.

The contract is for one-year with a one year extension, and G-S was the lowest of five total bids.

Two removable fabric structures will be purchased and installed for $701,579 to cover buildings at the Sod Run Wastewater Treatment plant.

The contract was awarded to Frank J. Goettner Construction Company of Kingsville.

The buildings at the treatment plant will be used to store dewatered bio-solids in dry conditions until regular weather conditions allow for recycling used as fertilizer on farmland.

A change order for $2,990 was approved to go toward stormwater management design for the replacement of a bridge at Macton Road in Street over the tributary of Broad Creek.

The design must be in accordance with the Maryland Department of the Environment 2010 design guidelines.

The total contract to Northeast Engineering Inc., of Baltimore, was amended to $146,690.

Perryman Water Treatment Plant will have its chlorination system upgraded by A.C. Schultes of Maryland Inc., of Millersville, for $344,750, under another contract approved Thursday by the estimates board.
