New Harford deputy state's attorney appointed, sworn in

Diane Adkins Tobin, a veteran Harford County prosecutor, was sworn in Monday afternoon as the county's new deputy state's attorney, part of a reorganization of the state's attorney's office triggered in part by last month's appointment of a new Circuit Court judge.
