Guillen, 23, of the first block of East Broadway, was charged Sunday with driving under the influence of alcohol, driving under the influence of alcohol per se, driving while impaired by alcohol, failure to drive on the right half of the roadway when required and driving without the required license and authorization.
John Gerald Ball III, 26, of the 1300 block of Conowingo Road, was arrested on a bench warrant Thursday in a case in which he was charged with making a false statement for unemployment, theft less than $100, stealing another person's credit card, charging another person's credit card $500 or more, theft between $1,000 and $10,000, identity theft and failure to disclose material facts in the unemployment insurance law. Ball was also charged on an arrest warrant Friday with kidnapping a child under 16, abducting a child under 12, false imprisonment, confining an unattended child and obstructing and hindering police. Those charges relate to an incident on Feb. 25 where Ball allegedly left a scene with an acquaintance's four-year-old child and did not return. The child was later found alone at home.
