Arthur Collin Flanigan, 35, of the first block of County Road, was charged Thursday with driving with an obstructed window view, failing to display a registration card on demand and driving on the highway without required license.

Jamierra Lashay Johnson, 20, of the 300 block of Plaza Court, was charged Thursday with driving a motor vehicle on a highway even though her license had been suspended, and exceeding the speed limit.

Christopher Grant Eller, 37, of the first block of Aberdeen Avenue, was charged Thursday with driving a vehicle even though his license had been suspended and failing to properly equip headlamps on a vehicle.

David Lee Farmer, 24, of the 1800 block of Park Beach Drive, was arrested Friday on a bench warrant in a case in which he was charged with driving without the required license and authorization.

Gary Christopher Osborne, 50, of the 400 block of Ruby Drive, was charged Monday with unlawful taking of a motor vehicle and theft between $1,000 and $10,000.

A person was refusing to leave Friday in the 200 block of Mayberry Drive.

Tracy Scott, 21, of the first block of Lasonia Court in Edgewood, was charged last Wednesday with marijuana possession.

Melisa Madeline Cassell-Kozlowski, 37, of the 1400 block of Prospect Mill Road in Bel Air, was charged Thursday with possession of drug paraphernalia. She was also charged with driving while her license was suspended.

Robert Hall, 31, of the 700 block of Erie Street, was charged Friday with second-degree assault. Police said he swung a grill lighter and hit someone in the hand. No medical attention was required by the victim.

A car was broken into in the 400 block of Webb Lane between Oct. 28 and last Wednesday. A radio faceplate, iPod and prescription medications, valued at $190, were stolen.

An apartment in the 500 block of Franklin Street was broken into Friday through an exterior window. A 32-inch television and container filled with change, totaling about $500, were stolen.

Another apartment in the 500 block of Franklin Street was broken into a month ago and reported Friday. Medication was stolen.

Two iPods, cash and medication were stolen from a car Sunday in the 500 block of Green Street. Value of the theft is $200.

Kids were smoking pot behind the basketball courts in the 400 block of Village Drive Friday but were gone when police arrived.

Hickory

A boy on a bike was hit by a car in the parking lot of Redner's in Hickory Friday, the boy's mother told police. The female driver of the car gave the boy more than $500 and told him not to tell anyone.

Jarrettsville

Jonathan Craig Stike, 25, of the 2800 block of Sharon Road, was charged Thursday with second-degree burglary, fourth-degree burglary, theft between $1,000 and $10,000 and malicious destruction of property.

Jamie Ryan Kerins, 21, of the 1500 block of North Bend Road, was charged Sunday with fourth-degree burglary, trespassing and second-degree assault.

A vehicle was stolen Thursday in the 500 block of Macintosh Circle.

Kusan Maurice Hines, 30, of the 400 block of Rear Green Avenue in Lewiston, Pa., was arrested Friday as a fugitive from Pennsylvania.

Steven John Nunno, 20, of the 500 block of New Jersey Avenue in Glen Burnie, was charged Sunday with possession of less than 10 grams of marijuana and drug possession other than marijuana.

Duane A. Duncan, 22, of the first block of Bluffs Road in Conowingo, was charged Monday with possession of marijuana, a drug other than marijuana and drug paraphernalia.
