Cedric Oneal Ruffin, 21, of the 700 block of Shallow Ridge Court, was charged Friday with driving while his license and privilege were suspended, speeding, driving while his license and privilege were revoked and giving false name to uniformed police. Ruffin was also arrested Friday on two bench warrants in cases in which he was charged with driving while his license and privilege were suspended, materially changing vehicle equipment after inspection certificate issued.
