Capt. Douglas Irwin

Capt. Douglas Irwin, a 20-year veteran of the Baltimore County Police Department who spent several years as an officer at the nearby Woodlawn Precinct, took over as commander of the Wilkens Precinct Oct. 22. The precinct includes Arbutus and Catonsville and is the only county precinct bordered by three different police jurisdictions.
