Plans announced to redevelop site of Catonsville Y

Senior living residence included with Y renovation, expansion

The Y of Central Maryland and The Shelter Group announced plans today for a renovation that would expand the Catonsville Family Center Y and construct a senior-living residence on its campus.

The Wednesday morning announcement by John Hoey, president and CEO of the Y, and Andrew Teeters, senior development director of The Shelter Group, was made in the Catonsville office of 1st District Councilman Tom Quirk.

The 15,000-square-foot expansion of the facility at 850 South Rolling Road would allow the Y to increase the number of youth and senior programs it offers, according to a release distributed Wednesday, Oct. 26.

The new construction would effectively double the size of the 50-year-old facility. The plan also calls for increased parking and enhanced landscaping on the Y's 20-acre campus, the release stated.

"For us, the partnership with (The Shelter Group) is a very good one," Hoey said. "Seniors are amongst our largest constituents.

"The partnership was clear. We had no intention to sell that land to a party we couldn't be real partners with."

Before the project can proceed, a planned unit development application (PUD) would need to be submitted by Quirk, who represents Catonsville and Arbutus.

Following Quirk's review, the application will be scrutinized by the public and the Baltimore County Council.

A PUD proposal can be approved only if it shows a community would receive an environmental or land-use benefit, a capital improvement to a nearby county facility or volunteer fire department, new economic development opportunities or work-force housing.

A vote in favor of the PUD by the County Council would allow the project to move into a process of design review by county agencies.

Should the design review be approved, ground could be broken as early as 2013, Teeters said.

He added that construction of the 90 independent and 50 assisted-living residences would take between 12 and 15 months.

Hoey said the expansion of the Y would take about nine to 12 months, which means the project could be completed as early as 2014.

The plans for expansion at the Y, known as Phase II, follows Phase I improvements funded by state bond money that are currently under way at the facility

The Phase I improvements include a 4,300 square-foot expansion of its fitness floor, an improved play area for children, renovations to the pool and renovations and expansion to the locker room, the release stated.

In addition, the senior living residence would provide assisted living, independent living and Alzheimer's care options and would be run by Brightview Senior Living, the senior-focused division of Shelter Group.

Another Brightview assisted-living facility which includes an Alzheimer's care component, a short distance away from the Y on South Rolling Road, and which Teeters says is "typically 100-percent occupied" is one of nine senior living communities Brightview operates in Maryland. Brightview currently operates 22 senior living communities in nine states, according to its website.

"With the aging demographic, there continues to be incredible demand so that's why we pursued a second community here," Teeters said. "We just see tremendous demand in Catonsville."

The plans for expansion come three months after Quirk expressed doubts about supporting a proposal to build a 60,000-square-foot medical office building on the Y's campus.

"I still have real concerns about traffic safety, because I have concerns about patients turning left there and accidents," Quirk said in July after reviewing the proposal. "And I still have concerns about the compatibility (of the medical office building), since there are residential homes close by."
