Though the project has still not been approved, the Y of Central Maryland and Brightview Senior Living sent out a letter over the weekend on a plan to expand the Y and construct a senior living development on its South Rolling Road campus.
Andrew Teeters, senior development director of Brightview, and Gene Oaksmith, vice president of strategic development for Y of Central Maryland, cautioned in the letter that the project is not a done deal.
They said that if they receive the approvals, "in a timely manner," construction could start as early as mid-2013.
The letter includes details about the architectural style and schedule for the planned unit development (PUD) on South Rolling Road. It included several detailed sketches of the proposed facilities at various phases of development.
Fiber-cement siding, smooth-faced block and stone will make up the building materials for the Y and will, according to the letter, complement those used in the construction of Brightview Catonsville West planned for a portion of the property.
Attendees of a community meeting about the PUD held Dec. 15 received the letters.
On Jan. 27, Councilman Tom Quirk, who represents District 1, which includes Catonsville, said he has not decided whether to bring the PUD application before the County Council for its approval.
A PUD permits development in areas not zoned for it, but the proposal must include a superior-quality project with a clear public benefit.
Should the PUD application be approved, construction of the Brightview Catonsville West residence and Phase II of the Y's renovation will begin.
The proposed three-story senior living residence will have housing for 90 independent seniors and 50 assisted living residents, Teeters said in October.
The Phase I improvements already underway at the Catonsville Y are not part of the PUD application.
Projected to be completed by spring 2012, according to the letter, Phase I includes a 4,300 square-foot expansion of its fitness floor, an improved play area for children, renovations to the pool and renovations and expansion to the locker room.
Phase II will include the construction of a new entrance into the site and improvements to reduce congestion on South Rolling Road.
Those improvements include adding a left-turn lane into the facility for cars traveling north on South Rolling Road and an acceleration lane for cars exiting the Y to go south, according to an October release from the Y.
The proposed plan also calls for the entrance to the Y from South Rolling Road to be moved south, the release stated.
Phase III of the project, the letter stated, involves expanding the Y by 15,000 square feet and could begin while Phase II progresses.
The start time of Phase III of the project, the letter stated, depends largely on funding, from state bonds, bank financing, contributions from Brightview and a capital campaign.
