When a female midshipman at the Naval Academy felt the school had been insufficiently responsive to her allegation last year that she had been sexually assaulted by three members of the football team, she turned to Susan L. Burke. In recent years, the attorney has become a national voice on military sexual assault, and a critic of the military justice system that has been unable to stop reported attacks from rising. "When I began to study the issue," she said, "I was really shocked to learn that the service members who defend us all don't have a fair and impartial system." Burke took the midshipman's case to the news media. The academy announced in June that it would bring charges against her alleged attackers. While sexual assaults within the ranks draw increasing scrutiny from the public and Congress, Burke is bringing her D.C.-based practice to Baltimore. "We moved to Bolton Hill this summer and are loving Baltimore," she said. "We want to do everything we can to be part of the community, so moving my law practice here was a logical first step."
