A flawed, inconsistent police response to sexual assault in Maryland

Edward Lee Cooper, 52, was arrested and charged June 25, 2008 in the stabbing death of Barbara Norvell, in whose home he had been staying for several weeks. He was charged with first-degree murder and using a knife during the commission of a felony.
