On the day of the closing, the builder and his subcontractors were frantically making last-minute adjustments on a new, million-dollar house. Frank Lesh, the buyer's home inspector, filled the whirlpool tub in the master bathroom and tried to turn on the jets. No juice. So he pulled the plug and went downstairs to tell the electrician. Behind Lesh came a cascade of bathtub water, which had made its way under the upstairs floor and onto the staircase.

This column originally appeared in May 2006. ---------- When a home buyer makes a small or zero down payment, the appraisal is vital to obtaining a high loan-to-value ratio mortgage. However, if a home buyer makes a large down payment, then the appraised valuation to confirm the sales price is not so critical.

Much to their chagrin, many buyers, sellers and owners are finding that their homes aren't worth what they thought. At least not in the eyes of the professionals hired to tell lenders what the places could fetch if borrowers failed to make their payments.
