A woman crossing a West Loop street was struck and fatally injured by a tanker truck this morning, authorities said.

The victim was identified as Catherine Cong Ye, 24, whose last confirmed address was in the 1200 block of Northampton Street in State College, Penn., according to the Cook County medical examiner's office. She was declared dead at 8:48 a.m. on the scene of the crash, near Halsted and Randolph Streets.

The victim is believed to have lived on the Near North Side and was heading to work on the Near West Side, authorities said.

The truck had just exited the Kennedy Expressway and had turned onto Randolph Street heading west when the woman was struck by its rear wheels, said Chicago Police News Affairs Officer John Mirabelli.

Witnesses flagged down the driver, who then was stopped because of the accident, police said.

The driver, a 55-year-old man from Minnesota, has been cited with failure to yield to a pedestrian, but the police Major Accident unit is still investigating.
