A cyclist riding in a bike lane squeezes past a car with a door left open as the motorist changes his shirt on Milwaukee Avenue in Chicago. Chicago Mayor Rahm Emanuel has proposed increasing fines for motorists who open a car door in front of a cyclist or who leave a door open. Emanuel has also proposed increasing fines for cyclists who break the rules of the road.
