"He talked of war"

President Franklin Roosevelt at the Outer Drive Bridge dedication ceremony. The people were expecting more rhetoric along the lines they heard from Mayor Edward Kelly, "Chicago, the city of the broad shoulders and big heart, has finished another job." Instead, "he talked of war," the Tribune reported. The president said he deliberately chose the center of the Midwest to deliver this message.
