Former Chicago Ald. Wallace Davis leaves the Dirksen Federal Building on Dec. 1, 1986, after his arraignment on extortion and racketeering charges. He was later convicted on extortion and racketeering charges in Operation Incubator for accepting a bribe from an undercover FBI agent, and spent three years in a federal prison.
