Endorsing a Palestinian state

Israeli Prime Minister Benjamin Netanyahu delivers a keynote speech in which he laid out his peace policy at Bar-Ilan University in Ramat Gan, near Tel Aviv, on Sunday. Netanyahu endorsed for the first time the creation of a Palestinian state after weeks of pressure from Washington, but said it must be demilitarised. He also ruled out a complete halt to settlement activity -- which the Palestinians have said is a condition for relaunching negotiations -- and said Palestinian refugees would not be resettled inside Israel's borders.
