At the time of this press conference state lawmakers were trying to ban contributors who had, or were seeking, contracts worth at least $50,000 from giving to statewide officials who dole out the business. Blagojevich vetoed a bill earlier in the year, making changes he said would strengthen it, but the House, led by Speaker Michael Madigan (D-Chicago), overwhelmingly voted to override the governor's proposed tweaks.
In an overwhelming rebuke of Blagojevich, the Illinois Senate eventually approved the state's first ban on campaign donations from supporters seeking lucrative state contracts by a vote of 55-0.
