Empty prison cells in the maximum-security portion of Thomson Correctional Center stand empty during a tour of the then-new facility for the Chicago Tribune in 2002. The prison was considered to become a super-maximum-security facility by the federal government to house detainees from Guantanamo Bay, Cuba.
