Neuman announced the hiring Thursday of Laura Willoughby to run the Chesapeake Innovation Center in Annapolis.
Willoughby most recently was a regional director for Business Executives for National Security. She also previously was marketing director for Annapolis-based iJET International and was executive director for the Anne Arundel Tech Council.
Willoughby also worked in journalism and is a graduate of the College of Charleston.
In a statement, Neuman praised Willoughby's "enthusiasm, technology experience and leadership."
Neuman was interim director of the Chesapeake Innovation Center from June 2006 until February 2007. When she resigned, Neuman said she and the county's economic development chief had a difference in opinion about the direction of the CIC.
Neuman had taken over as interim director after a for-profit management firm was fired and the incubator struggled financially.
The Chesapeake Innovation Center is a subsidiary of the Anne Arundel Economic Development Corp. and supports the growth of technology and security companies. Since 2003, the center has helped more than 50 member companies.
