J. Kirby Fowler resigned from the state's gaming commission Thursday, saying that his role as a regulator for Baltimore's downtown casino represented a conflict of interest. Kirby is the president of the Downtown Partnership of Baltimore, an advocacy group.
Kirby made the announcement at a regularly scheduled meeting of the recently renamed Maryland Lottery and Gaming Control Agency, a spokesman for the MLGCA said. He was the chairman of the group and will be replaced by vice chair Kimberly Roberston Pannell, a D.C.-area accountant.
Fowler was appointed to be the chairman of the state's lottery and gaming commission by Gov. Martin O'Malley in 2009. Fowler had served as a special assistant to O'Malley when the latter was mayor of Baltimore.
The MLGCA sets rules for the state's five exisiting casinos. A seperate entity, the Video Lottery Facility Location Commission, awards licenses and plans to begin accepting proposals for a Prince George's casino next week in Annapolis. Donald C. Fry, head of the Greater Baltimore Committee, is the chairman of that group.
