Baltimore Beltway (Inner Loop) at Harford RoadThis long-standing bottleneck begins early -- about 3 p.m. -- and hangs on until 7 p.m. While the Harford Road interchange gets the blame, severe congestion stretches back to I-83 southbound. The Baltimore Metropolitan Council said the culprits are merging and weaving at each interchange and a decrease to three lanes at the York Road interchange.
